Bring a large pot of salted water to a boil. Add penne pasta and cook 2 minutes less than package instructions, about 9 minutes. Reserve 1 cup of pasta water, drain, rinse, and set aside.

Preheat the oven to 375°F (190°C). Grease a 9x13-inch casserole dish.

Melt 3 tablespoons butter in a large sauté pan. Stir in flour, cooking until golden, about 3 minutes. Gradually whisk in cold milk. Add minced onion, bay leaves, cayenne pepper, and cook until bechamel sauce thickens, about 10-15 minutes. Add 1/4 teaspoon salt.

Combine cooked pasta, bechamel sauce, tuna, peas, and Colby-Jack cheese in a large bowl. Mix thoroughly, thinning with reserved pasta water if needed. Season with pepper and the remaining salt. Transfer mixture to the greased casserole dish.

Melt the remaining 2 tablespoons butter. Toss bread cubes with melted butter and Parmesan cheese until coated. Spread bread mixture evenly over the casserole and cover tightly with foil.

Bake casserole in preheated oven for 30 minutes. Remove foil and bake an additional 10 minutes until golden.
