Preheat the oven to 400 degrees F (200 degrees C).
Roll out 1 pastry into a 12-inch circle and place into the bottom of a 10-inch pie plate.
Mix sugar, tapioca, orange peel, salt, and nutmeg in a large bowl. Stir in rhubarb, strawberries, and orange juice. Pour filling into prepared pie plate and dot with butter.
Roll out remaining pastry into a 12-inch circle. Cover filling with top crust, fold and seal edges, and flute crust. Brush milk over crust and sprinkle with sugar. Cut vent holes.
Bake for 40–50 minutes until filling bubbles and crust browns. Check after 30 minutes; cover edges with foil if browning too quickly.
Cool pie before serving.
